Solution All IRC Servers are issued with a dedicated static IP Address that belongs solely to the account owner.

The IRC Server will be configured to run on this IP and this IP only, no setting changes to IP Addresses are permitted to be made by Non Fabreeze! Staff.

You are able to have your webservice accessible and serving pages off the same IP Address as your IRC Server, this is for compatibility issues with some Java Chat Clients that require the Java Chat be run from the local machine providing the IRC Service.
